Position SummaryThe HSES Manager is an integral member of the Plant Management Team, supporting and advising site management with regard to the HSES Management system. Responsible for formulating a proactive, local HSES strategy that drives continuous improvement in the areas of environmental sustainability, and colleague health and safety. Drives the safety culture through coaching, teaching, and mentoring colleagues. Demonstrates a passion for colleague safety and health.

Accountabilities•Maintains the OSHA VPP certification.

* Oversee the administration of health, safety, environmental, and sustainability (HSES) programs at the Milford facility

* Partner with management when implementing new or updated HSES prevention and compliance programs while driving employee engagement in HSES

* Manage execution of HSES related capital projects for the site

* Manage site activities with regulatory agencies to verify compliance, resolve situations, and maintain a cooperative working relationship.

* Identify and implement applicable OSHA / VPP, SARA, Title III, RCRA, CAA, CWA and other regulatory requirements

* Lead all environmental compliance activities (hazardous waste, air emissions, water, storm water etc.)

* Coordinate the implementation of safety rules, policies and safe employee training programs.

* Investigate incidents, accidents, and environmental incidents through root cause analysis and recommend policies, procedures, and/or other actions to correct problems or prevent future occurrence. Review incident reports and completes necessary reports for insurance carrier, risk management system and corporate safety office.

* Manage all industrial hygiene programs.

* Regularly inspect and review plant operations to assure compliance of all permits, operation and equipment with state and federal regulations. Reports any potential violations and recommends corrections as needed.

* Lead sustainability efforts to reduce and optimize the plants energy, water, waste and land usage.

* Manage HSES reporting records, and permits as well as submit required reports to regulatory agencies.

* Responsible for ensuring that all health & safety policies, procedures and practices are reviewed on an annual basis, or as changes and updates are required by practices or regulation, and are rolled-out in a timely manner.

* Recommend the design and implementation of new programs to minimize company losses due to accidents and measure effectiveness of programs.

* Prepare and deliver HSES awareness and authorized training topics

* Prepare, implement and enforce Job Safety Analysis (JSA) and Activities Hazard Analysis.

* Develop/redefine and implement a system for responding to emergencies at the site including medical and industrial emergencies and hazardous materials spills and/or releases. Report events to local emergency agencies, as needed.

* Participates in HSES Management System-related activities including, annual risk assessment of site-based activities, defining training and communication strategies, developing meaningful performance metrics, performing program audits and managing HSES related events.

* May also perform additional duties as assigned.

Required Skills and Experience•Bachelor's Degree in a related field, technical discipline preferred

* 5 or more years of management experience, in a manufacturing environment

* Technical knowledge of: OSHA, RCRA, DOT, CWA, CAA, TSCA regulations

* Experience with behavior-based safety (e.g. STOP, BST) and RCA incident investigation techniques

* 5+ years of experience in managing comprehensive health, safety, environmental, and sustainability programs

* Experience developing and implementing programs, policies, and procedures; interpreting and applying department policies and procedures and applicable laws, rules, and regulations, facilitating and resolving sensitive health, safety, environmental, and sustainability questions and concerns; and working as a member of a management team.

* PC skills; Microsoft Office applications (Word, Excel, PowerPoint, Outlook); and other applicable applications

* Exceptional communication skills

* Knowledgeable about best practice safety and environmental approaches.
